Technical Advisor – One Health Implementation Lead – Local Position, Dili

ABOUT MENZIES:Menzies School of Health Research is one of Australia’s leading medical research institutes dedicated to improving Indigenous, global and tropical health. Menzies has a history of over 30 years of scientific discovery and public health achievement, joining with partners across the Asia-Pacific as well as Indigenous communities across northern and central Australia. The Menzies Global and Tropical Health (GTH) Division is committed to tackling key areas of public health concern that impact on the health and wellbeing of people and communities across northern Australia and the Asia-Pacific region. With a focus on translational research, we shape our research program through close collaboration with a diverse range of healthcare providers, policy makers and researchers, to target priority health issues. Our aim is to find meaningful and relevant ways to improve the health of people in our region. THE PROJECTS:The BRUCE-TL (Brucellosis Reduction Using Co-design Elements in Timor-Leste) project aims to provide evidence and recommendations for improving brucellosis control and One Health collaboration in Timor-Leste. This is achieved through a village-level implementation science project which identifies practices that place individuals and cattle at greater risk of brucellosis transmission, followed by implementation of trial brucellosis control measures. There will be four research activities:Activity 1: Cross sectional survey to identify seroprevalence and risk factors for brucellosis.Activity 2: Interviews, focus groups and meetings to identify brucellosis control strategies.Activity 3: Implementation of trial brucellosis control measures together with communities, with regular monitoring and review visits to support iterative change.Activity 4: Case study approach to explore barriers and enablers for One Health collaboration.BRUCE-TL also aims to strengthen serology capacity in laboratories, improve stakeholder knowledge on brucellosis control, and improve partnership between government and community for disease control. The BRUCE-TL project is part of a larger group of capacity-building and research projects implemented by Menzies in Timor-Leste. The Fleming Fund project is another One Health project focusing on antimicrobial usage and antimicrobial resistance across human and animal health. SUMMARY OF POSITION:The Technical Advisor (One Health Implementation Lead) will support management and implementation of One Health project activities. This includes providing mentorship, and operational and technical leadership on data collection and project implementation. The role involves working closely with the Ministry of Agriculture and Fisheries, the Ministry of Health, local leaders and stakeholders at the project sites. The role will also include opportunities to provide technical and operational leadership to other research or capacity building projects. The Technical Advisor is expected to travel to project implementation sites outside of Dili regularly for up to 5 days at a time to maintain regular communication with stakeholders and provide technical leadership for implementation. PRIMARY RESPONSIBILITIES:1.     Provide technical input and leadership on the design and implementation of project activities, which includes interviews, focus group discussions, meetings and farm visits2.     Provide training and mentoring for project staff involved in data collection and management3.     Provide leadership and facilitate coordination between different stakeholders at the project implementation site4.     Together with the Project Leads and Animal Health Lead, strengthen One Health collaboration in response to brucellosis, other zoonotic diseases and antimicrobial resistance5.     Support the Animal Health Lead in providing oversight of management and coordination of project activities in Timor-Leste6.     Work collaboratively with the Animal Health Lead and Project Coordinator to monitor and report on project progress towards stipulated output and outcomes7.     Communicate study findings through written reports and scientific meetings8.     Assist the Animal Health Lead with liaison with reporting requirements for funders, collaborators, and Menzies9.     Any other tasks as reasonably required by the supervisor, country manager or project leads SELECTION CRITERIA:Essential:1.     Postgraduate qualification and extensive relevant experience in veterinary or medical sciences2.     Proven experience working in the field of animal health, public health, and/or livestock development3.     Demonstrated ability to lead teams, and work well in a team4.     Experience in conducting field survey, focus group discussions and/or workshops5.     Strong communication skills including proficiency in oral and written Tetun and English language6.     Proven ability to establish and develop productive partnerships, manage sensitive issues and maintain confidentiality7.     Self-motivated with initiative, good judgement and strong problem-solving skills, and ability to work with remote supervision, as well as in multidisciplinary teams8.     Hold or be able to obtain a National Police Clearance certificate9.     Understanding of and commitment to Menzies values, the principles of Equal Opportunity and contributing to a safe and inclusive workplace Desirable:1.     Experience working with government partners on capacity building and/or research projects2.     Experience working with smallholder farmers, especially those owning cattle. Closing date:   17th February 2023 To apply for this position, please refer to http://careers.menzies.edu.au/ and select / click on the Technical Advisor (One Health Implementation Lead) – Local Position, Dili, Timor-Leste role.
