Data Science and Health Informatics Officer, Local Position, Dili, Timor-Leste

ABOUT MENZIES:As one of Australia’s leading medical research institutes dedicated to improving the health and wellbeing of Aboriginal and Torres Strait Islander Peoples, and a leader in global and tropical research into life-threatening illnesses, Menzies School of Health Research continues to translate its research into effective partnerships and programs in communities across Australia and the Asia-Pacific region. SUMMARY OF THE POSITION:Menzies Timor-Leste works with the Timor-Leste Government and partners to strengthen the health system’s response to infectious diseases challenges. The work focuses on strengthening capacity in clinical, surveillance and laboratory settings. Health research is also conducted on various health issues, with the results contributing to evidence-based practice.Menzies has an office in Dili, Timor-Leste with around 70 Timorese and expatriate staff employed in-country, supporting the delivery of capacity-building and research projects. A number of projects are being implemented through the office under a Memorandum of Understanding between Menzies and the Ministry of Health, and Menzies and the Ministry of Agriculture and Fisheries. The Timor-Leste office is supported by Menzies Corporate Services, the GTH Division and Timor-Leste program officers based in Australia.The Data Science and Health Informatics (DSHI) Officer will work across the organization to support project leaders and research teams to implement effective data management systems and practices.Under the guidance of the DSHI Technical Advisor, the role will assist in the planning, implementation, maintenance and evaluation of health informatics systems and support all stages of the data management lifecycle, including developing data collection tools, maintaining databases and data analytics.The DSHI Officer will support education and capacity building activities related to data science and health informatics among Menzies staff and external stakeholders. The position will be based in Dili, Timor-Leste. PRIMARY RESPONSIBILITIES:The following key responsibilities are not exhaustive and may include others as directed by the Project Coordinator at Menzies School of Health Research Timor-Leste Office.                                                                                                   The DSHI Officer will work closely with the Technical Advisor and technical leads to strengthen data management activities across projects and build capacity for improved health informatics. Specific responsibilities will include:Work with project leads and technical advisor during the design, implementation and analysis phases of research to improve the collection, storage, analysis, visualization and translation of data for Menzies Timor-Leste studies.Work with project leads and project coordinators to identify how health informatics can be used in monitoring and evaluating the impact of health system strengthening projects.Provide technical input on the design and development of research data collection processes.Create and pilot data collection tools.Manage datasets for ongoing studies, including data cleaning and data linkage.Undertake statistical analyses including regression analyses, based on statistical analysis plans and in collaboration with project leads and study technical leads.Present information using data visualization techniques.Provide training and advice for Menzies Timor-Leste staff involved in data management and data analysis.Provide technical advice and support for Ministry of Health activities building capacity for reliable health informatics and using data for decision-making.Identify opportunities for the use of predictive models and machine learning algorithms to improve health in Timor-Leste. SELECTION CRITERIA:1. Qualifications: Qualification and/or demonstrated experience in health informatics, data science, or related field.2. Essential Criteria: Strong working knowledge of Microsoft Excel and other Microsoft Office applications.Understanding of the principles of safe-guarding data security, and how it relates to patient/ research participant privacy and confidentiality.Experience in the use of electronic data collection tools.Ability to perform basic data analyses and summaries data using tables and charts.Initiative, good judgement and strong problem-solving skills.Willingness to learn, continuously improve and respond positively to feedback and supervision.Strong communication skills including proficiency in oral and written Tetun and English language.Good time management skills, with ability to work efficiently while maintaining accuracy and quality.Flexibility and ability to work well in workplace.3. Desirable Criteria:Experience working in health research or having healthcare knowledge.Experience using an electronic data collection tool such as REDCap or Kobo Toolbox.Knowledge of a statistical programming language or software such as R, Python, SPSS, Epi Info, or Stata.Experienced in health data analysis, interpretation, and reporting skills. COVID-19 Safety Requirements:Menzies
